Council previewed consent items, pedestrian easement, holiday and fireworks ordinances and an overseas delegation policy

At the April 28 study session staff previewed a package of routine and upcoming agenda items — several to be formalized at the regular meeting — including a modified minutes item, an arts commissioner appointment, a pedestrian easement offer, a holiday-schedule resolution, a fireworks code tweak for July 3 display, and policy language for a proposed, foreign-funded mayoral delegation to India.
During the study session the council received staff briefings on a set of upcoming agenda items to be brought for formal action at future meetings.
Staff said auditors recommended modifications to meeting minutes relating to an executive session; the attorney had previously indicated the minutes were acceptable but the record will be updated to comply with the auditor recommendation.
Staff previewed a recommended appointment to the arts commission (Tamara Hardy to fill a partial term previously held by Lisa Alexander) and described a potential pedestrian easement in the Highlands (a resident-offered shortcut between 12th Avenue and 16th that traverses a dirt track). Amy said the easement improves connectivity and staff will return with more details.
On personnel policy, staff said they will present Resolution No. 1033 to modify the city’s holiday schedule consistent with the recently approved Teamsters contract (creating an unpaid holiday and restoring two floating holidays). Staff also told the council they will present an ordinance to permit a professional fireworks display on July 3 in coordination with the Cove’s celebration, with a narrow code tweak to ensure compliance.
Separately the mayor and staff raised a potential invitation from the government of India, coordinated through the city of Kent, for a multi-city delegation this fall. Because the trip would be funded by a foreign government, staff said the council will be asked to adopt policy language and a resolution to comply with state RCW and ensure transparency before any travel occurs.
None of these items were acted upon at the study session; staff will bring formal agenda items and resolutions at upcoming meetings.
