The Normandy Park City Council on April 14 approved several routine finance items, adopted a resolution to purchase a pre-owned vactor truck and authorized award of the 2026 capital-projects contract.
Director of Finance (introduced in the packet as Jan Stedens, later referenced with name variants in the record) explained a Q3 adjustment after the city received a grant to cover nature-trail work; staff brought a revised billing and a motion to approve a refund. The motion text listed a refund of $90,883.27; when the vote was called the amount announced on the record differed ($90,008.27). The board approved the refund by unanimous voice vote; the discrepancy in the two figures was recorded in meeting discussion and is noted as a clarifying detail.
The council then approved a fourth-quarter 2025 billing for the City of Normandy Park for $258,022.60 and approved the first-quarter 2026 invoice presented in the packet, recorded in the motion as $153,026.01. In each case the motions carried by unanimous voice vote.
Public Works Director Ken Carter presented a resolution to waive bidding and purchase a pre-owned vactor (vacuum) truck; staff cited a purchase price of about $270,000 and said approximately $232,000 of that is expected from the King County Subregional Opportunity Fund through the flood district. The council adopted the corrected resolution number (staff noted a scrivener’s error in the packet) and approved the purchase by voice vote.
Council also reviewed design and bids for the 2026 projects package (seven sites). The engineering estimate was cited at approximately $654,000 and the low responsible bidder returned a low bid of about $644,000. After discussion about line-item breakdowns and contingency risk, the council authorized the city manager to award the contract to Sound Pacific Construction.
Council also approved an amendment to the consultant agreement with Gray & Osborne for construction inspection and project management for the 2026 projects. Staff noted a contract-number typo in the packet and clarified the correct identifier before council approval.
All routine billing votes were unanimous; other procurement items passed according to the motions recorded on the docket. Council set the next MPD meeting tentatively for July 14, 2026.
