Flower Mound staff demos traffic-signal analytics, says data contain no PII and are not public

Town staff demonstrated the signal-performance and traffic-counting tools the town uses and described how the data guide timing and enforcement decisions.
During the June 9 Transportation Commission meeting the Assistant Director said the town has Miovision detection at all 64 signalized intersections feeding automated traffic signal performance measures (ATSPM) and controller data. "None of this data can get you PII," the Assistant Director said. "It doesn't identify vehicles, it doesn't identify the make, it doesn't read license plates, so there's none of that." He and other staff said the dashboards are used internally and that the police department can request intersection-specific views for enforcement.
Thomas, the town systems operator, demonstrated Iteris ClearGuide, a third-party signal-performance platform the town uses for coordination diagrams, arrival-on-green and progression metrics, phase termination summaries (force-off/gap-out/skip), travel-time charts and congestion scans. He showed how the tool helps technicians identify split failures, stuck pedestrian push-buttons, and opportunities to reallocate green time between phases. "You can pull data from today up to this time," Thomas said while demonstrating a phase-termination view and a coordination diagram for a main corridor.
Commissioners asked whether the town owns the data and whether it could be made public. Staff replied the data are stored in the cloud, the town has access and ownership rights under current vendor contracts, and staff had no immediate plans to publish the dashboards. They noted vendors and other cities are exploring predictive and AI-driven timing tools; the Assistant Director said the town is evaluating those technologies but has not adopted an adaptive predictive system townwide.
Staff stressed the operational uses of the system: retiming signals more frequently than past cycles, identifying malfunctioning detectors or stuck pedestrian buttons before the public reports them, generating red-light-running reports for police enforcement, and supporting traffic-impact studies for new developments by exporting time-stamped turn and volume data.
The commission did not vote on a data-policy change at the meeting. Staff said they will continue internal use of the dashboards and will provide intersection-level data to police upon request.
