HAS URD board approves grants for exterior work and new Valvoline site on Harrison Avenue

The Harrison Avenue South Urban Revitalization District Board of Directors voted Wednesday to award two grants for projects along Harrison Avenue, approving a 30% grant of up to $7,056.41 for exterior improvements at 3639 Harrison Ave (AMT Holding of Oregon, LLC, Carquest) and a 20% grant of up to $150,000 for a $1.5 million quick-lube development at 3502 Harrison Ave (QAS II, LLC/Valvoline).
The actions came during the board’s Jan. 13 meeting. Rick Edwards moved and Tony Michlig seconded the Carquest grant; the motion carried unanimously. Edwards moved and Jeremy Whitlock seconded the Valvoline grant; that motion also passed unanimously.
Staff recommended the Carquest award based on eligible exterior-improvement costs of $23,521.35; the applicant requested funds to seal and coat the parking lot and install irrigation and landscaping. The applicant, Ty, said he purchased the building last May and plans "to put some lawn in between the parking lot and the street" with about four trees and additional plantings, and expects the work to be completed by mid-summer. Staff recommended funding up to $7,056.41, or 30% of eligible costs, and the board approved that amount.
For the Valvoline site, staff proposed funding up to $150,000 (20% of eligible costs) toward the listed $1.5 million project to develop a two-bay quick-lube facility with parking and landscaping. Dalon, who spoke for the applicant, said the project has "a fully executed lease agreement, and they have building plans approved," and that the team is working with the city on bonding and permits. Dalon told the board the franchisee group operates stores elsewhere in Montana and expects this location to open around July; he estimated peak stores can handle about 50 cars a day and this site could see roughly 30 cars a day once established.
Board members asked about access and timeline; staff confirmed existing access from Harrison Avenue and ongoing permit review. The minutes record no amendments to either motion. Both votes were recorded as carrying unanimously.
The approvals reflect staff and board judgment that both projects fit the URD’s grant program parameters for one-year, stand-alone projects rather than multi-year development agreements. The board’s funding decisions are intended to support streetscape improvement and new retail/service investment along Harrison Avenue.
