Kitsap County hearing examiner approves detached ADU for Corrigan property

Hearing Examiner Susan Drummond approved a conditional use permit May 28 for an 896-square-foot detached accessory dwelling unit proposed by Michael and Moira Corrigan on a 19.56-acre parcel in the Seabeck neighborhood.
Jeff Hoffner, a planner with Kitsap County Department of Community Development, told the hearing the application meets ADU-specific code requirements and conditional use permit criteria, noting the site includes on- and off-site wetlands, a fish-bearing stream and areas with erosion and seismic hazards; the proposal would convert an existing detached garage loft and provide two additional parking spaces for a total of four.
"The Department of Community Development recommends the approval of the Conditional Use Permit for an additional dwelling unit as conditioned," Hoffner said.
Drummond said she had reviewed exhibits 1–17 and found the proposal consistent with the county code and comprehensive plan policies. "I have reviewed the exhibits and believe that the applicant has demonstrated consistency with these criteria. So I will be approving this ADU," she said, adding that the written decision will be issued and emailed within 10 business days.
Applicant Michael Corrigan told the examiner he had no additional comments beyond the staff presentation.
The approval is administrative and limited to the ADU/CUP proposal described in the record; Drummond noted that any party that requests a copy of the decision should ensure their email is on file with the clerk.
