The council resumed discussion of Ordinance 2025-04, which would establish a municipal storm-water utility and authorize collection of storm-water fees. Anthony reported he met with the auditor, who said she can implement fee collection if provided with an Excel sheet of per-parcel rates by September or October so the town can begin collection next year.
Members questioned billing mechanics and whether fees should be charged via utility bills or added as county assessments on tax bills. Staff said the county charges a fee for adding assessments (cited as $15 per parcel) and that assessments are not property taxes but separate fees the county can bill and collect. The council directed Anthony to continue work on rates and implementation details and to report back at the next meeting.
Council discussed technical elements used to calculate rates, including impervious surface area and how multifamily properties might be assessed; staff emphasized the implementation approach will determine who receives bills and how rental properties are handled.
