Madison council approves Regent Street reconstruction after hours of public debate

The Madison Common Council unanimously approved a plan June 9 to reconstruct Regent Street between Randall Avenue and Park Street, endorsing a staff‑recommended “community main street” design that widens sidewalks, adds tree terraces and curb bumpouts, preserves on‑street loading and short‑term parking for businesses, and improves pedestrian lighting and crossings. Traffic Engineering presented the design as a tradeoff among pedestrian space, bike facilities and business loading on a constrained 66‑foot right of way.
The council moved forward after an extended public‑comment period in which residents, business owners, neighborhood groups and transportation advocates pressed competing priorities. “The current design is the very worst use of that space,” said resident Alicia Leu, who urged using space for bike lanes instead of parking. In contrast, Samuel Brown, business owner and president of the Regent Street Business Association, said the city’s preferred plan “radically improves the street for everyone,” highlighting wider sidewalks, midblock bumpouts and street trees that he said will support outdoor cafes and safer pedestrian flow.
Traffic Engineering lead Tom Moore said the project team prioritized pedestrian facilities and a set of loading/parking accommodations because Regent is designated a community main street with no nearby parking structures or alternative loading zones. Moore said the proposed lane geometry—two travel lanes with a 21‑foot travel‑plus‑parking dimension in many blocks—reflects consultations with fire and police about emergency access and with the Transportation Commission and Board of Public Works on how to balance competing uses. “Pedestrians are at the top of the modal hierarchy,” Moore said, noting surveys and public engagement showed pedestrian safety and comfort as top success measures for the corridor.
Opponents asked council to refer the draft back to the Transportation Commission or require narrower travel lanes and protected bike lanes. Multiple speakers cited the city’s Complete Green Streets and Vision Zero policies and asked the council to prioritize an 11‑foot travel lane standard and to pilot quick‑build bike facilities before reconstruction. “Please reject the design so that we can improve pedestrian safety and comfort by reducing lane widths,” urged Strong Towns member Ben Nofki.
Supporters, including business owners and some neighborhood association leaders, said the adopted design responds to the corridor’s mixed role as a truck and bus route, event route and dense commercial main street, and preserves critical short‑term parking and loading that local businesses rely on. “This plan meets all of their needs,” said Samuel Brown, adding that the plan resulted from months of outreach, technical review and compromise.
Next steps: with council approval, staff will move to final design work through 2026 and aim to begin construction in early 2027 (with a potential pause for winter), including underground utility work and tree plantings, with final construction completion expected in 2028. The council recorded the vote as unanimous. The Transportation Commission and staff said they will continue to refine details such as curb ramp locations, curb‑level bike transitions at cross‑streets, and time‑of‑day loading designations during final design.
