At their June 2 meeting the Board of Lucas County Commissioners approved a slate of administrative and program actions covering grants, contracts, annexation and personnel appointments.
Grants and program funding: Kevin Holmanski sought approval to apply for remaining VAWA 2025 grant funds totaling $12,155.11 with a required $4,051.70 match to provide vicarious trauma training for court personnel and (if funds allow) a juror video; the board approved the application. Gina Cazala presented Community Development Block Grant allocations for program year 2026, citing line items that together totaled about $490,000 (Spencer Township $80,000; Area Office on Aging $122,000; Ability Center $40,000; City of Oregon $150,000), and the board approved submitting the application to the state by June 10. Job & Family Services requested a TANF subrecipient amendment adding $30,000 to serve an additional 50 families (bringing the Pathways Hub total to $490,845) and sought a $30,000 agreement for senior nutrition education with the Sofia Cantero Art and Cultural Center; commissioners approved both items.
Contracts and procurement: The board approved renewing an agreement with Guardian RFID, the county’s radio‑frequency inmate management system, and accepted a low bid from Labe Electric for a fiber reroute at 701 Adams Street ($187,297). Facilities also reported two procurement phases for comprehensive corrections renovations (see separate article) and presented an authorization to advertise for repairs addressing subsurface moisture intrusion.
Annexation and appointments: The board accepted filing of annexation petition 2026-4 for portions of Waterville Township into the village of Waterville (parcels 90261 and 90137) and approved multiple appointments: to the Toledo‑Lucas County Convention and Visitors Bureau, the Children's Services Board of Trustees, the Family and Children First Council, and other administrative appointments. After an executive session to discuss personnel matters, Director of HR Trent Berner announced appointments including Nathaniel Livingston (clerk 2, Job & Family Services), Alexis Rawson (fiscal analyst, workforce development), Jane Hayes (director, Office of Management and Budget) and Jamie Bier Grant (director, Economic Development); the board approved the personnel actions.
Training and internal systems: Asha Barnes presented a contract to license BizLibrary content for an Oracle learning module; departments that opt into County Personnel Department licensing will have access to the library. Mary Conkle presented then‑and‑now certifications and Super Blanket purchase orders for May 2026; the board approved both items.
