Robin Allen presented the revised RFP and a proposed procurement schedule: first advertisement on June 4, 2026; second advertisement June 11; deadline for vendor questions June 22; county responses to questions by July 7; proposal submission deadline July 29, 2026, at 2:00 p.m.; proposal evaluation approximately Aug. 12; potential short-list presentations the week of Aug. 24; presentation evaluations the week of Sept. 14 (if needed); and a tentative award date of Oct. 1, 2026. Allen emphasized dates were tentative and subject to change depending on proposals received and whether a short-list process is required.
Committee members discussed estimated project completion timelines, the potential impact of study recommendations on FY2028 budget planning, whether portions of the study could be phased to deliver preliminary recommendations earlier, and whether interim funding measures would be necessary if recommendations could not be fully incorporated into the FY2028 budget cycle.
After final edits that clarified analysis of response times and call-volume trends and removed previously struck language regarding standards, the committee—following legal guidance and reintroducing the motion—approved the RFP. Gordon Edwards moved to approve the RFP and Dan Burris seconded; the motion passed unanimously. Co-Chair Dennis Godek described the approval as a significant milestone in beginning the formal procurement process.
The committee added several related items to future agendas, including potential funding sources for implementing study recommendations, continued rescue-billing discussions, follow-up outreach to Commissioner Navarro and review of prior rescue-billing legislation, and engagement with statewide fire-service representatives. The procurement schedule and RFP will guide vendor outreach and proposal evaluation ahead of the tentative October award.
