The Town of Babylon hearing approved multiple accessory-apartment permit applications and a series of renewals by affidavit, the board announced Tuesday.
Oscar Leon, who identified himself as living at 22 Chadam Street in Deer Park, was sworn and told the board his accessory apartment is on the first floor, has one bedroom and is currently occupied. He submitted an affidavit of posting and utility bills as proof. After board member Carolyn moved to approve and Lamont seconded, the application was approved; the applicant was told he will receive a permit in a couple of weeks and that renewal will be required in three years.
Steven T. Kelly of 29 North Emerson Avenue (as stated on the record) also swore the oath, presented an affidavit of posting and bills, and said his accessory apartment is on the second floor with one bedroom and is occupied. A motion to approve his application was made, seconded and approved by voice vote.
Geette Richie Herman, who said she owns two properties and that 24 Brookwood Drive is her primary residence, noted that she had filed an affidavit opposing (as recorded on the transcript) but answered clarifying questions about occupancy. Following a motion by Lamont and a second by Carolyn, the board approved her application and advised her of the same permit and renewal schedule.
Sandra Mobley was sworn, provided identifying documents and stated her accessory apartment is on the first floor with two bedrooms and is currently unoccupied. The board approved her application after a motion and second; she was told to expect the permit in the mail within weeks and that renewal occurs every three years.
The board then moved through a list of renewals by affidavit for multiple residents (including Pamela Swan, Carol Cohen, Genevese Gail Thomas, Scott Graer, Juan Fernandez, Vincent Lucella, Manurva Cruz, Susan Connelly and Jeremy Mitchell, Albert Lopez, Carl Rob Bass, Augustus and Carrie Gordon Davyy, Rich Bettinhouser, Stannis Los and Barbara Gospo Dashek, Jean Jason, Paul and Chenise Fulk, Bianca Herrera Yubina, Flores Miller, Karen Manaya, Barbara and Sandy King, and Jean Bergio). Each renewal was read, moved and seconded and approved by voice vote.
Procedural business concluded with a motion by Carolyn and second by Stephanie to accept the meeting minutes of May 19, 2026, which passed by voice vote. Lamont moved to adjourn and Carolyn seconded; the motion carried.
