At a Planning & Zoning Commission meeting, members voted 4–2 to recommend approval of a planned development amendment to allow permanent outdoor sales and storage at the Lowe’s on Justin Road while excluding certain uses and imposing location limits.
The application, presented by Chuck for town staff and applicant KK Yao, would formalize a layout that staff showed in yellow and blue on the site plan and allow year‑round display of items such as grills, lawn equipment, shed units and trailers. Chuck told commissioners that current town code requires that “all outside storage areas for materials … shall be screened by a scribe device of sufficient height,” and that the PD amendment would adopt the applicant’s proposed layout as the permitted configuration for the site.
Applicant KK Yao said the change reflects the store’s operational needs and is intended "to ensure the store is fully compliant with the current regulations." Yao added that some product displays are seasonal and that large items such as ATVs typically remain display‑only with online ordering used for final purchase.
Commissioners questioned whether the proposed yellow‑box areas would be large enough to accommodate existing product volumes, whether seasonal sales could become de facto year‑round storage, and whether trailers or used‑appliance collection points should be visible from Justin Road and adjacent green space. Staff noted recurring code‑enforcement cycles at the site and emphasized that the amendment would adopt a specific layout and restrictions into PD 27 so that permitted locations are defined.
During deliberation commissioners generally favored making an exception specific to this PD for a large home‑and‑garden retailer but sought limits on permanent displays near the green space. The commission agreed to exclude hot tubs and spas and to disallow vending machines or permanent food vendors as parts of any permanent outdoor display; used appliances and pallets were required to be contained at the rear of the building per the proposed plan.
A motion to recommend approval of item H.1 as presented passed on a 4–2 roll call. The commission’s recommendation will go to Town Council for a final decision.
