Miss Paris summarized the project history: preliminary engineering was awarded in 2017, right‑of‑way acquisition consultant services were awarded in 2023, and the Atlanta Regional Commission provided a $5 million federal contribution (80% federal/20% local match) for a portion of right‑of‑way costs. Staff said Georgia DOT is overseeing project management because federal funding is involved.
An independent appraisal for parcel 68 valued it at $92,713 and Georgia DOT concurred. The property owner submitted a counteroffer of $161,200; staff reported they negotiated and obtained a signed option for $128,200. Staff asked the board to consider authorizing execution of that option; staff noted funding would come from SPLOST with potential FHWA reimbursement.
No final board action was recorded in the work session; staff indicated the item would be considered at the regular meeting for action.
