Board holds first reading on student expression policy and raises fixed-asset threshold

The Catawba County Board of Education on June 8 took first readings of two district policy drafts: an updated fixed-assets inventory policy and a student expression, protests and walkouts policy.
Mr. Sink, who presented the drafts, said the fixed-asset policy updates the tangible personal property threshold from $500 to $5,000 to reflect modern values and align with statute. He described the change as an update to recordkeeping thresholds rather than a substantive policy shift.
On student expression, Sink emphasized the board’s intent not to suppress students’ First Amendment rights. He repeatedly cited the Supreme Court’s Tinker precedent as controlling law and said the proposed policy is designed to be content-neutral while setting reasonable time, place and manner restrictions to protect instructional time and health and safety. Examples in the draft include designated on-campus locations for larger gatherings, limits on sound amplification that might disrupt classrooms, adult supervision requirements for large events and advance-notice expectations when feasible.
"We do not want to tamp down on students’ freedom of speech rights," Sink said, adding that the policy is meant to provide order while respecting free expression. The draft is on first reading; no vote was taken. The board scheduled a second reading for its June 22 meeting.
