City Commission and Shawnee Airport Authority ratify amended sale of airport property to YMCA

The City Commission voted unanimously to approve an amended contract to sell certain Shawnee Airport Authority real property to the Young Men’s Christian Association of Shawnee, Inc., and then ratified the airport authority board’s prior action, officials said.
Joe Vanderin, a staff member, told commissioners the amended agreement adds language about other funding sources, tightens the appraisal process and sets a not-to-exceed price so the YMCA’s grant parameters are not exceeded. “We did get a preliminary appraisal report yesterday, which brought the property back at just under 1.7 million,” Vanderin said. He added that the YMCA’s contribution will also cover site work, environmental assessment and potential remediation, and demolition of what he called the old National Guard DMB building damaged by the tornado; those items are what raise the estimate “from the 1.7 up to the 2 million.”
The staff report said the appraisal result was in line with preliminary estimates and that the amended contract documents clarify additional expenses the YMCA will encumber, including preliminary dirt work for ball-field renovations, environmental assessment and demolition and removal of the damaged building. Vanderin said the YMCA needed the cleaner, updated contract to complete a funding draw-down request to its grantor, which is due the next day.
After the presentation the chair asked for a motion. One commissioner moved to approve the amended contract and another seconded; the commission conducted a verbal roll call and the item carried 4-0. The body then considered a separate agenda item asking the City Commission to ratify the action previously taken by the Shawnee Airport Authority board of trustees on the same contract. Vanderin explained that, because the city is a beneficiary of the airport authority, best practices call for ratification by both boards. A motion to ratify passed 4-0.
The commission’s actions formalize the amended contract language and the not-to-exceed pricing tied to the YMCA’s grant conditions. The YMCA must complete its funding request the following day; the commission did not set additional conditions or change the funding sources identified in the amended contract.
