Lawrence County commissioners approve grants, contract renewals and budget transfers

Assistant district attorney Jonathan Miller told the commissioners that resolution 117 was mainly paperwork to formalize previously allocated 2024 grant funds administered through the Pennsylvania Commission on Crime and Delinquency. "These funds have already been allocated," Miller said, adding that the city used the money to improve security camera systems around municipal buildings. The board approved the resolution by roll call.
County public‑safety staff described a five‑year renewal with Lumen Serve to maintain lighting for two county communications towers from June 1, 2026, through June 1, 2030. "There was an 8% increase," staff said, "and it is noted that there are no further increases for the duration of the contract." Commissioners recorded no substantive questions and approved the contract.
The board also authorized applications for two state emergency grants. County staff said the county will apply for Act 157 radiation emergency response funds, seeking $12,392 to support the county’s role as a support agency for the Beaver Valley nuclear plant. The board separately authorized applying for a state hazardous‑materials response grant (Act 165); the spoken record in the meeting transcript shows the amount as "$4,74," which appears to be a transcription error and should be verified with county documents; the board voted to proceed with the application.
Children and youth services presented six renewal contracts (resolutions 121–126) as a block. Lisa, the juvenile‑probation presenter, described Cororusoft as the county’s electronic‑monitoring vendor and said the company also supplies cell phones the department issues to youth to maintain contact: "It allows us to have access ... to be in contact with them a lot more frequently," she said. Other renewals approved included agreements for secured detention placements with the Belmont Harrison Juvenile District (St. Clairsville, Ohio), Cornell Abrais Group (residential services), Justice Works Youth Care (a new provider trial), Vocational & Psychological Services (PASS after‑school/summer tutoring) and Central County’s Youth Center for detention availability.
The commissioners approved three intradepartmental transfers: $5,000 within the sheriff’s budget (from personnel to travel and training), $12,662 within the planning office (from staples to materials and supplies), and $500,000 from contingency into the commissioners’ other improvements line to fund vendor payments tied to a prior budget amendment.
There were no speakers during the meeting’s opening public‑comment period. Several routine procedural items also passed, including approval of warrant registers for June 2 and June 5 and the June 2 meeting minutes. The board announced upcoming public meetings and that county offices will be closed Friday, June 19, for the Juneteenth federal holiday.
