County approves summer youth employment spending plan, hires and small vendor contracts amid state budget uncertainty

The Livingston County Office of Workforce Development told the Human Services Committee that county unemployment for March 2026 was 4.6%, matching the statewide rate, and reviewed activity and staffing for recent programs. The committee approved a procedural amendment allowing the Office of Workforce Development/Youth Bureau to determine final payroll amounts so remaining TANF funds for the Summer Youth Employment Program can be fully expended.
Ryan Snyder said the program’s final payroll totals are not known until program completion and that state budget delays mean final funding levels remain uncertain. The committee approved the amendment by voice vote (Mr. Wester moved, Mrs. Erdle seconded).
Separately, the committee authorized two contracts tied to summer operations: Arc GLOW will receive up to $10,000 for a summer employment program serving youth with developmental disabilities (6/1/26–8/31/26), and C&F Transportation was approved for $3,250 for transportation to a weeklong orientation (7/6/26–7/10/26). Both contracts are TANF-funded and were presented by Mr. Snyder; motions to approve were carried.
Workforce Development reported program activity for April including 400 job openings posted with NYSDOL, 188 unique office visits, 40 individual appointments, and outreach events including a hiring event and planned Rapid Response assistance at Forbes on June 6. The department said 58 youth were interviewed for the TANF summer program and noted that the final payrolls will be set after the program concludes to fully expend available funds.
