Village Manager Scott told the University Park Village Board he is recommending an agreement with South Suburban Humane Society to handle animal-control intake services, citing cost savings and operational limits of maintaining an in-house program.
Under the proposed arrangement, the humane society would accept animals at a rate of $250 per animal. Stray holds would last three days for animals without microchips and seven days for microchipped animals; the contract contemplates an additional fee of $50 per day after an initial three-day hold, up to a maximum that managers outlined in discussion. Manager Scott said the shelter would provide crates, leashes and transport; the village would be responsible for temporary holding at the police garage and for transporting animals to the shelter.
Trustees asked whether the village would seek reimbursement from owners who reclaim animals after the municipality has paid holding costs. Manager Scott acknowledged that the village currently has no ordinance to require owner reimbursement and said the board could consider drafting one. Trustees also discussed vet responsibilities for injured animals and the operational cost risk if the village routinely houses animals for extended periods.
The board signaled general support for the agreement and asked staff to clarify billing, the maximum daily holding charges and whether an ordinance should require owner reimbursement before final approval.
