Commission recommends two recreational cabins on Casper Mountain for due-pass

The Natrona County Planning and Zoning Commission voted unanimously on July 8 to recommend Conditional Use Permit 26-03 to the Board of County Commissioners, allowing two recreational outbuildings on Casper Mountain.

Staff reported the proposed cabins are in the Mountain Residential 2 (MR2) zoning district and were sized to meet the county code definition for outbuildings rather than year-round dwelling units under the International Residential Code. Staff said the Health Department and applicant have discussed future water/wastewater plans; for now the cabins are proposed as dry structures supported by generator and battery power.

Applicant Lucas Good described the structures as pier-and-beam, stick-built outbuildings intended for personal, recreational use only — “We spend a lot of time on the mountain, but we don’t want to live there,” he said — and said designs will meet snow-load and building-code requirements. He said the family does not plan to rent the cabins and will use public restroom facilities in town when necessary.

No opposing public comments were received at the hearing. Several family members and neighbors spoke in support, describing the cabins as small, privately used recreational outposts to be maintained by the owners.

The commission’s motion to pass the recommendation to the Board of County Commissioners incorporated staff findings of fact. The BOCC will consider the commission’s recommendation at an upcoming meeting.
