Staff presented proposed updates to board procedures, including moving regular meetings to the second and fourth Mondays (5:30 p.m. and 7:30 p.m.), a recommended 15-minute limit per member for some items, and clarified agenda-deadline language for adding items.
Sally, the staff member handling procedures, said she had revised agendas and general rules of procedure and would circulate a clean version for adoption at the next meeting. Trustees asked staff to clarify whether the mayor is permitted to abstain and when the mayor is required to vote as a tiebreaker; staff and counsel agreed to clean up the wording.
On committee and commission term limits (Chapter 48), staff proposed removing or relaxing limits for advisory (non–land-use) boards because of volunteer shortages. Trustees discussed options including raising the limit from two to three consecutive terms, making partial terms of less than 18 months not count toward limits, or removing limits for advisory boards while retaining them for land-use bodies. Several trustees favored allowing reappointments when volunteers are scarce and directed staff to draft language and schedule a public hearing in February.
