The Joplin Zoning and Planning Commission voted to approve rezoning of 730 North Shiffer Decker Avenue from M-2 Heavy Industrial and C-1 Neighborhood Commercial to C-3 Commercial, allowing applicant Andrea Snyder to develop a spa and boutique.
Andrea Snyder told the commission she plans to open a spa and boutique at the address and requested the rezoning to permit commercial use. The chair read the public hearing rules and staff entered the 2012 comprehensive plan and the City of Joplin development code (including the appendices referenced by staff) into the record.
No members of the public spoke in favor or opposition. After a brief exchange about procedure, the commission moved to approve the rezoning; the motion was made and seconded and the chair announced the motion carried.
The chair noted that all cases at today’s hearing will be presented to the City Council on Monday, May 4, 2026. The commission’s approval advances the rezoning to council consideration; any conditions or code compliance will be addressed through subsequent building permits and council review.
The commission’s review focused on land-use compatibility under the City of Joplin development code; staff materials on file with the commission were accepted as evidence.
