The Joplin Planning and Zoning Commission on July 1 approved forwarding three agenda items to city council: a rezoning request to R2 for a property (case 018‑26) presented by Ledford Construction, a special‑use permit application for a boutique at 612 West East Street from owner Angela Hudson, and the final plat for Prospect Village (case 201‑26) near Geneva Avenue and 20th Street.
Gideon of Ledford Construction said the rezoning would allow construction of a duplex to bring more housing to the area; no speakers opposed that matter and the commission voted to send it to city council. Angela Hudson described plans to revive a long‑vacant, low‑traffic storefront as Hudson’s Market with limited hours; a nearby resident, William Clift, spoke in support and the commission moved the special‑use request to city council. Blake Rorick, consulting engineer for Woodsonia, presented the Prospect Village final plat and described plans for mixed commercial uses and a sports complex; commissioners questioned environmental testing and remediation. Rorick said environmental consultant EWI is preparing a soil work plan and will submit remediation plans to Missouri DNR for approval; city staff confirmed that construction permits will not be issued until remediation plans are approved by DNR/EPA.
Each item was forwarded to city council for final action; staff will prepare referral packets that note the need for remediation plan approvals where applicable.
