Joplin planning panel approves annexation for industrial park expansion

The Joplin Zoning and Planning Commission on Nov. 10 approved a voluntary annexation requested by the Joplin Industrial Development Authority that adds land at the southwest corner of 7th Street and Old Scotland Road to the city.

Tyler Belair, who identified himself as representing JIDA, told the commission the parcel “is in our future land use map as a future industrial opportunity area” and asked the commission to recommend annexation so the authority can market remaining lots. Morris Glaze, a JIDA board member, urged approval as necessary to expand the Crossroads industrial park, saying the authority has “about 40 acres of site left” for development and that EPA surface cleanup of historic mine tailings will be required and is underway.

Commissioners asked whether an adjacent residential parcel shown omitted from the legal description would remain in county jurisdiction; Belair confirmed that parcel is a different owner and is being left out of the annexation. Commissioners also questioned the nature of the EPA work; Glaze said the EPA will perform surface cleanup, and JIDA has deeded acreage for remediation and will keep mine tailings on site.

The commission moved to approve the annexation; the chair recorded the motion as coming from Dr. Rosenberg with a second by Mr. Spruce, and the vote passed by voice vote. The chair noted the commission’s written recommendations and evidence will be forwarded to City Council, which will consider the cases Dec. 1, 2025.

Why this matters: Annexation adds developable land to the city’s industrial inventory at a time JIDA says few lots remain at Crossroads Park. The EPA cleanup requirement means development will depend on federal remediation activity and any related timelines or restrictions.
