Goodland commissioners flag outdated fee schedule as staff previews growth items

Members of the Goodland Planning Commission used the reports portion of Monday’s meeting to flag several items for future work, and to ask staff to revisit the city’s planning fee schedule.
Commissioner Curtis Penro and others discussed the comprehensive plan work program and a recent housing‑development presentation; staff had copies of the presenter’s materials available at the meeting. Commissioners also noted local projects — including a house being moved near the high school and a planned one‑way street recommendation for a block near that project — and promoted an upcoming SECD parking‑lot music event.
City staff member Kent reviewed the fee schedule and said, as currently drafted in the packet, many fees appear unchanged since the 2001 comprehensive plan. Commissioners expressed concern that a $100 deposit for processing larger plats would be insufficient when outside engineering or surveying consultants are needed; members said consulting costs for plats are commonly “a few grand” and asked staff to propose a modernized fee schedule that balances cost recovery with affordability for applicants.
Staff will prepare a recommendation for the commission to review at a future meeting. Commissioners did not take formal action on fee changes at Monday’s meeting.
