Planning commission backs recommendation for one‑station nail salon at 719 Center Avenue

The Goodland Planning Commission on Monday recommended that the city commission approve a home‑occupation permit allowing a one‑workstation nail salon at 719 Center Avenue.

City planning staff member Zach introduced the application as a home‑occupation request submitted by Elena Mason and said the paperwork “appears to be in order” and that the proposed use would not generate excess traffic, noise or odors. Zach noted the property sits in an R‑1 neighborhood and that a nail salon requires a home‑occupation permit in that zoning district.

Elena Mason, the applicant, told the commission she plans to “take… one, two clients at a time” for pedicures and nails and said work would be performed entirely indoors. Commissioners asked about parking and signage; Mason said the property includes a driveway that can hold about three cars, and staff noted on‑street parking is available nearby. Staff reminded the commission that signage for home occupations is limited (the code restricts most signs to about two square feet).

A motion to recommend approval — moved by Grady Bonsel and seconded by Dennis Steven — carried. The motion language in the meeting packet referred to the applicant as “Atlanta Mason”; staff earlier identified the applicant in spoken remarks as Elena Mason and the commission record reflects that discrepancy. The recommendation will be forwarded to the Goodland City Commission, which is scheduled to consider the item at its next meeting on Monday at 5:00 p.m.

No special insurance requirement was cited by staff as a city code obligation; the commission discussed that homeowners should check their private insurance or homeowners‑policy terms for any business activity coverage needs.
