Marion County grants temporary permit for one semi with conditions after neighbor complaints

The Marion County Board of County Commissioners voted unanimously on Nov. 17 to approve a special‑use permit allowing one commercial tractor‑trailer to be parked on an A‑1 parcel in the Bellevue/Lake Weir area, subject to conditions intended to limit impacts on nearby homes.
Kenneth Odom, senior planning staff, told the board the application (case 251002SU) arose from a code‑enforcement action and that staff had recommended a set of conditions including buffering and a prohibition on on‑site mechanical work. Applicant Crystal Rodriguez de Leon said the family recently moved to the property, acknowledged the prior violation and asked for a temporary permit so they could make a living. "I just hope this gets approved," Rodriguez de Leon said.
Neighbors who spoke urged denial. Sean Sullivan, who filed the original complaint, said the "trucks are destroying what little dirt road we have" and that mail delivery had been disrupted. Joseph Signore, another neighbor, said the road is narrow, children use the area and commercial vehicles were not appropriate in the residential setting.
Commissioners negotiated conditions with the applicant on the record: only the truck would be permitted to remain on the property when not in use; no mechanical or repair work would be allowed on site; and the applicant agreed to remove on‑site storage trailers within the period set by the board. County Attorney Minter and staff clarified that violations of the permit could lead to immediate withdrawal.
Commissioner Zalick moved to approve the special‑use permit with the amended conditions; Commissioner MacLean seconded. The motion passed unanimously.
The approval is temporary and conditioned on compliance; staff and code enforcement will monitor the property and the board instructed staff to follow up on complaints.
