Commission finds Temple Terrace map amendment consistent; applicant continues annexation application

The Hillsborough County Planning Commission on June 8 voted unanimously to find TT/CPA 26-01, a comprehensive-plan map amendment for the southeast quadrant of U.S. 301 and Harney Road, consistent with the Temple Terrace comprehensive plan.
YeneKa Mills, planning commission staff, said the privately initiated amendment covers a little over 12 acres and requests changing the designation from Hillsborough County Community Mixed Use 12 to Temple Terrace Community Mixed Use 12. The parcel lies just east of the Amazon distribution center and within an area the city's vision map identifies as a designated Economic Development Area intended to attract employment and mixed-use development.
Staff told the commission the amendment would keep the same entitlements for residential capacity: the maximum residential density that staff said could be considered is 146 dwelling units. Staff also noted a difference in permitted-use lists: Hillsborough County's CMU-12 typically allows research/corporate-park uses in its typical use list, while Temple Terrace's CMU-12 use list does not include those uses.
"Based on those considerations, planning commission staff found that TT/CPA 26-01 is consistent with the goals, objectives and policies of the Temple Terrace comprehensive plan," Mills said.
Applicant representative Kami Corbett (Hill Ward Henderson) said the parcel is being annexed into Temple Terrace. She added that Ryan Companies is no longer pursuing development at this site but that the application will continue on behalf of the landowner.
There were no registered speakers for live public comment. Commissioner Linkous moved to find TT/CPA 26-01 consistent with the Temple Terrace comprehensive plan; Commissioner Kugler seconded and the motion carried unanimously.
The consistency finding preserves existing entitlements and does not itself authorize development; subsequent annexation steps and required development approvals, such as planned development or site-plan review, remain necessary before any building permits are issued.
