Walla Walla County commissioners approve construction-program amendments, bridge and road prospectus and personnel actions

The Board of Commissioners unanimously (3-0) approved amendments to the 2026 annual construction program, signed a Rural Arterial Program amendment for the Scenic Loop Bridge (additional $119,000), authorized a STBG project prospectus for Fish Hook Park Road, and approved several personnel items including a Licensing Clerk job revision and a temporary warrant clerk position.
At its June 1 meeting, the Walla Walla County Board of Commissioners approved several routine and project-specific actions intended to advance infrastructure and administrative work.
Public Works staff (Joel Dickerson) proposed adding two projects to the 2026 annual construction program to reflect capital projects moving into construction; no members of the public testified on that item and commissioners approved the amendment 3-0.
The board also approved signing Amendment #1 to a Rural Arterial Program project agreement for the Scenic Loop Bridge, accepting a roughly $119,000 supplemental award to fully fund a planned 21-foot span bridge. Joel Dickerson said the project can be completed using county forces because federal funds are not involved.
Commissioners authorized a project prospectus to obligate Federal Surface Transportation Block Grant (STBG) funds administered by the Washington State Department of Transportation for the Fish Hook Park Road project (CRP 20-11). Dickerson said timely signature and state return of documents prior to June 30 would improve the region’s ability to unlock additional funding; the motion to approve the prospectus passed 3-0.
On administrative matters, Human Resources Risk Manager Josh Griffith presented three personnel items: approval to deny a claim for damages (Proposal 2020661) for James Robertson, a revised job description to convert a part-time Licensing Clerk 1 position to a 35-hour/week role for the Auditor’s Office, and a temporary, no-benefits warrant clerk position for the corrections department to cover long-term leave. Each personnel action passed on a 3-0 vote.
Public Works also updated the board that CAP 205 appraisals are due June 18 with offers expected in early July, and that four bridge awards must be obligated by September to remain fully funded under federal award rules.
All motions recorded at the meeting carried by voice vote with the board noting a 3-0 outcome on each listed action. The meeting recessed for executive and closed sessions on litigation and collective bargaining and later returned to public session before adjourning.
