County to pursue $20,000 feasibility review for possible countywide Public Facilities District

Josh Fredericks, Kittitas County Public Works Director, asked the board to authorize entering the Department of Commerce contract for an independent financial feasibility (fee) study for a potential countywide Public Facilities District (PFD). He said the Department returned a contract for $20,000, which the county would fund with distressed county sales and use tax; Commerce would hire a third party to perform the analysis under contract to Commerce.
Fredericks said the PFD concept under consideration would be countywide and include all municipalities inside the county limits; the feasibility review is an early required step under state rules for moving toward establishing a PFD. "They have three companies that they utilize, and I believe they just cycle through them," Fredericks said when asked how Commerce selects consultants.
Fredericks said prior presentations to regional government partners supported use of the funds for the study and that the county’s contract would be with the Department of Commerce rather than directly with the consultant. The board was asked to consider moving forward with the Commerce contract and the funding mechanism; staff will return with the contract and next procedural steps for board action if the board wishes to proceed.
