Kitsap County commissioners approve appointments, proclamations, contracts and a small budget amendment

The Kitsap County Board of Commissioners on May 4 approved a series of resolutions, appointments and contract awards covering veterans’ representation, civic proclamations, capital maintenance and infrastructure projects, and a small budget amendment.

The Board unanimously appointed Fred Borgman to the Veterans Advisory Board to finish a term through Dec. 31, 2028, after Steve Corcoran, county representative to the Veterans Advisory Board, summarized Borgman’s 34-year military career and lengthy volunteer service. “He’s very knowledgeable. I look forward to working with him,” Corcoran said.

The Board also adopted several proclamations recognizing May observances: Building Safety Month, Asian American/Native Hawaiian/Pacific Islander Heritage Month, ALS Awareness Month, Kitsap Water Festival support (May 12), National Correctional Officers and Employees Week (May 3–9) and National Police Week (May 15–21). David Linham, Kitsap County fire marshal and building official, described Building Safety Month outreach including ADU preapproved-plan promotion and community events; Zach, a county stormwater education staff member, told the Board the Water Festival had 1,100 students registered from across the county.

On capital projects and contracts, the Board:

- Approved a not-to-exceed contract with Garland (packet lists both “Garland DBS” and “Garland VBS Incorporated” in different places) for restoration and replacement of the Kitsap County Jail low-slope roofing system and masonry repairs; the contract was listed at $2,475,963 to be paid from the jail and juvenile sales tax fund. Project work is scheduled to begin in mid-May and run into August.

- Awarded the Lund Avenue and Chase Road roundabout contract to Sound Pacific Construction for Port Orchard multimodal improvements. Staff said the secured funding package is just under $4.3 million and the bid amount was a bit over $2 million; construction was presented as likely to start in June with an October target for completion.

- Approved a $2,342,307.50 contract to Miles Resources for the Perry Avenue non-motorized improvements (raised sidewalks, bike lanes, stormwater/bio-retention) in Central Kitsap; the full project estimate was stated at about $3.35 million and staff said the non-motorized elements aim to be finished before school starts.

- Adopted a contract amendment with Hoffman Construction establishing maximum allowable construction cost (MAC) and authorizing construction-phase services for solids and hauled-liquid-waste upgrades at the Central Kitsap Treatment Plant. Sewer Utility division manager Nick Martin described two new digesters, a control building, odor controls and other elements to replace aging equipment.

The Board also approved routine items including appointing Marina Linville as interim Clerk of the Board (effective 05/04/2026) and a modest first-quarter budget amendment that reallocated spending authority among funds, used Medicaid start-up funds to cover some jail medical start-up expenses, and adjusted several grant-related accounts.

During public comment, residents and stakeholders offered brief updates and concerns: an update on an SDAP site-plan process, a request for county follow-up on a handout and county funding tied to youth programs, a request to reconnect a sewer line alleged to have been disconnected inadvertently, and positive remarks from a trails association about a new parking lot and tree-acquisition funding.

The meeting ended with brief commissioner updates and adjournment. Board staff said several of the approved projects will begin construction this spring and summer, with outreach and on-site notices to be posted where appropriate.
