DOT and county staff told the board that negotiations between the state and the project’s contractor have slowed inclusion of the 484 interchange in a broader I‑75 contract, but that the county could pursue bridge widening and associated work through its own PD&E (preliminary development) process. "We have a consultant already on board for that PD&E piece," the county engineer said, adding that completing PD&E will enable federal grant eligibility for the bridge widening.
Board concerns: Several commissioners said the south interchange at 484 is a daily safety and congestion problem and urged DOT to prioritize that segment over other parts of the I‑75 project. Commissioners proposed letters, TPO action and meetings with district leadership; one commissioner suggested bonding to accelerate local projects.
Financing options: The county engineer and finance staff outlined a preliminary bond package of about $190 million that could cover the Marion Oaks Manor extension, 49th Street work, and other corridor projects. Staff cautioned against borrowing too early to avoid paying interest before construction commences but said they are preparing scenarios to present to the board.
Next steps: Staff will continue PD&E and right‑of‑way work for possible federal funding, pursue additional coordination with FDOT and TPO, and return with bond options and timing scenarios.
