The Marion County Planning and Zoning Commission on Tuesday recommended approval of a special‑use permit for alkaline hydrolysis (sometimes called aquamation) to handle domestic animal remains at a site near Orange Lake, after residents pressed the board about water‑supply and spill risks.
Growth Services staff explained the technology and site plans: aquamation uses a heated alkaline solution (potassium or sodium hydroxide) to accelerate decomposition, operates in sealed vessels, and staff said the equipment produces a sterile nutrient solution and bone remains. Staff noted the proposed equipment could accommodate animals up to about 550 pounds and described a plan to hold process water in on‑site tanks for off‑site removal rather than discharging to the property’s septic system. Staff recommended approval with conditions, including buffering and written protocols for handling, storage and removal of effluent.
Nearby residents questioned whether the method posed a hazard to wells and Orange Lake. "If there's any chance that the contamination from this process could damage our water supply we're up the creek in Orange Lake," said Lennon Gore, a nearby property owner. Other commenters asked about the volume and frequency of waste, spill‑containment procedures and what happens to bone remains. Applicant Ted Stone told commissioners the units are sealed during the 24‑hour cycle and that the end product is sterile water; he said containers of effluent would be picked up by a licensed hauler and veterinary clinics would handle returned bone remains for pet owners.
Commissioners asked technical questions about sodium‑hydroxide concentration and containment. The applicant said the raw sodium hydroxide used is in powdered form and that the effective concentration in the process is less than 5 percent when activated. Staff and the applicant said the chosen waste hauler has reviewed the effluent analysis and agreed to accept the product; staff sought written procedures and conditions to be included in the county packet.
After discussion the commission voted to recommend approval with conditions that staff will document for the county commissioners. The case will be scheduled for the Board of County Commissioners' hearing as part of the county’s standard review process.
