Planning staff (Yana) explained the moratorium’s purpose: to pause new land-use activity so residents and boards can discuss options and mobilize around a preferred approach. "The purpose of the ordinance is to allow us to feel a moratorium and pause and give ourselves time to regroup and speak," Yana stated. She added that the moratorium is not a land-use law itself but a pause while the town considers potential regulatory changes.
The body then voted to adopt the moratorium; the motion carried by voice/hand vote. Officials noted the moratorium provides roughly 180 days for planning and public input and that ordinances could be revised at the planning-board level or in a special town meeting if needed.
