Commissioners discussed specific changes to the land-use chart: lines 30 through 43 (a variety of conditional uses and larger institutional entries) will be left blank for SCPUD lot-by-lot review and not listed as permitted uses; line 32 (home occupation) will remain permitted. Commissioners cited constraints of 6,000‑square‑foot lot sizes in the SCPUD and noted that some activities — for example, home-based services like hair cutting — remain allowable as home occupations if they fit the home-occupation definition and applicable code standards.
The commission also addressed code consistency: members recommended referencing minimum requirements in Title 10.10 (so discretionary alterations remain tied to an explicit code section) and removing occupancy language that exceeds the city’s legal authority (for example, prohibitions tied to marital status), replacing it with per-bedroom occupancy guidance as permitted by statute.
On the general plan, commissioners discussed inserting SPUD language and map notation to identify a potential SPUD site near the 6 South property (across from the school). One commissioner noted a potential conflict and offered to recuse on map edits tied to a parcel; commissioners asked staff to prepare a consolidated general-plan draft that includes the SPUD text and an explicit parcel or parcel number for the map amendment. The commission agreed to circulate the draft, allow time for review, and hold a public hearing on the general-plan and map changes once the document and map are ready.
Next steps: planning staff will prepare revised land-use chart text and a general-plan amendment showing the proposed SPUD location, circulate the materials to commissioners for review, and advertise the public hearing; after commission action the matter would proceed to city council for final decision.
