Health unit asks county for $20,000 annual boost to cover rising operating costs

Robin Davis, administrator of the Faulkner County Health Unit, and regional director Laura Thaxton asked the Budget and Finance Committee to increase the county’s quarterly contribution to the local health unit by $5,000 (an additional $20,000 a year).

Davis said the unit had not experienced an increase in its local operating allocation since 1996 while costs for utilities, janitorial services, pest control, fire-safety inspections and custodial supplies have risen dramatically. She summarized 2025 service volumes: roughly 741 children seen with nearly 2,000 vaccines administered, the WIC program serving more than 3,000 clients, and more than 200 TB-related encounters and roughly 267 maternity visits; she said many patients in maternity and family-planning programs are uninsured and rely on the unit until other coverage is arranged.

Committee members asked how county funds are used versus state responsibilities. Officials clarified that the state pays staff salaries and clinical supplies for certain programs while the county typically covers utilities, building upkeep and general operational supplies. Committee members requested a clearer breakdown of line-item uses for the additional funds and recommended arranging an ordinance through a friendly justice (JP) with supporting documentation for the full-court packet.

The committee did not adopt an ordinance at the meeting; members recommended the health unit prepare detailed cost breakdowns and return with crafted ordinance language for full-court consideration.
