Waukesha Water Utility Commission directs staff to contact Dan Dukniak about interim general manager role

At a special meeting called to order at 5:01 p.m. on Monday, the Waukesha Water Utility Commission said it would direct its leadership team to contact Dan Dukniak about returning to the utility as an interim general manager on a part-time basis.
The announcement came after the commission voted to convene in closed session under Wisconsin Statute 19.85(1)(c) to consider employment-related matters for the general manager position and later reconvened in open session under Wis. Stat. 19.85(2). The roll call to enter closed session recorded four ayes and three absences.
Chair (transcript label S1) said, “The Waukesha Water Utility Commission would like to direct the leadership team, Courtney Kelly, to contact Dan Dukniak, see if he would be interested in returning to the utilities interim GM in, in up to 60% time.” The chair described the approach as a two-step process: first to determine whether Dukniak is willing, and second to negotiate conditions, including compensation, if he is interested.
Courtney Kelly (transcript label S3), the leadership team member whom the commission named, responded that she would follow up: “Then I'll tell him that you'll set up a meeting.” Commissioners did not state a formal vote on appointing Dukniak during the open session; the commission’s public announcement described the direction to contact him as the next step following closed-session discussion.
The clerk (transcript label S2) recorded the roll call votes related to the closed-session motions. Commissioners Frankour, Fowle, Matthews and Piatt voted aye to enter closed session; Commissioners Curry, Riley and Ybarra were listed as absent.
No additional terms, compensation figures or an effective start date were announced. The chair said compensation and other conditions would be discussed only if Dukniak expresses interest. With no further business, the chair adjourned the special meeting.
Next steps: leadership will attempt to contact Dukniak to gauge his interest; if he is receptive the commission indicated it will return to discuss terms.
