Circleville council approves dual water meter for school, OKs mobile coffee-cart license and discusses park upgrades

The Circleville Town Council on May 20 approved a dual water meter setup requested by Piute County School District and granted a business license to a mobile coffee vendor, while discussing park utilities, playground equipment transfers and bids for cemetery fencing and repainting the Town building.
The council vote on the Piute County School District request authorized installation of both a 2-inch and a 4-inch meter. Council members noted the contractor will install the meters; the Town’s expenses are limited to purchasing meters, administrative costs and coordinating installation. The minutes record an estimated Town cost of about $4,000. Council member Kaylie Barney moved to approve the request; Stacie Gass seconded and the motion is recorded as passing unanimously.
The council also approved a business license for Chyanne Soffel’s mobile operation, Chy's Rusty Spur Coffee. The license permits initial operation in Circleville with plans to expand countywide; the council noted a $50 utility fee will apply when the vendor uses Town park facilities. Council member Stacie Gass moved to approve the license; Shirl Fox seconded and the motion is recorded as passing unanimously.
Council members discussed creating a written park policy requiring vendors to clean up and remove trash after events. Council member Tyler Dalton raised concerns that the park currently has only one power pedestal and asked staff to explore options for additional power access to better accommodate multiple vendors. Town Clerk Lindsie Dalton said she will contact Rocky Mountain Power to discuss power expansion options. Council noted restroom facilities at the new park meet requirements.
The minutes record that the School District has been invoiced for a piano the Town sold and that the Town will buy a playground slide from the School District. After Memorial Day, the Town plans to remove playground equipment from the school and relocate usable items to the new park.
On capital projects, the council reviewed an RFB for cemetery fencing; one bid has been received and additional bids are due by June 1. For repainting the Town building the council has received one bid and said it needs at least one more before moving forward.
The meeting concluded when Council member Stacie Gass moved to adjourn; Shirl Fox seconded and the motion is recorded as passing unanimously. The meeting was called to order at 6:12 PM by Mayor Kristi Westwood and adjourned at 6:26 PM. The minutes show the motions passed unanimously but do not record a roll-call vote listing each member’s individual vote.
