Manassas schools to keep meals free; no fee changes proposed for FY27

District finance staff told the Manassas City School Board there are no changes to the FY27 fees and charges schedule and that meals will continue to be provided at no cost to students.
"There are no fees or changes to the fees or charges for fiscal year 2027," Mr. Kelly said while presenting the proposed schedule. He reiterated that meals have been provided at no cost to all students since the pandemic and that the approved fee schedule will be posted on the district website after board approval.
Mr. Kelly reviewed the district's fee-waiver guidelines, noting waivers are allowed for activities during the school day that are requirements for a class, including some summer-credit courses, and that students will not be denied enrollment, report cards, diplomas or face disciplinary action for failure to pay fees. He listed fees that are not eligible for waivers, including damages to books or devices, optional activities, nonresident tuition, parking permits, the behind-the-wheel portion of driver's education, and school spirit items.
Board members asked whether the summer meal program includes breakfast, lunch and dinner; Mr. Feller and Mr. Kelly confirmed the program provides meals (including dinner) at Osborne High School for children under 18 and that meals must be eaten on site per program requirements. Board members also confirmed that extracurricular participation (band, sports) and uniforms are free of charge.
The fee schedule and waiver policy will be presented again for formal action at the next board meeting.
