Applicant Anna Salua told the council the workshop and planning review clarified that any range activity and business transactions would take place off site. “The project we’re building will ultimately be located outside city limits and no business transaction or range activities will take place at the residence,” Salua said, adding the permit request is “simply to allow us to meet the federal requirements necessary to obtaining an FFL.”
Staff said the planning and zoning commission recommended approval with conditions after receiving a petition that initially opposed the request. The council added condition number six, requiring the applicant to sign an affidavit that no sales of firearms will occur at the house; after that change the leader of the opposition withdrew her written objection, staff said.
Council members moved and seconded the item and approved the conditional use permit and its one‑year re‑evaluation period. The council recorded the ordinance number for the action as 5823.
