Staff Hearing Officer Tess Harris approved a coastal development permit on June 10 for an accessory dwelling unit conversion at 238 Palisades Drive, finding the proposal exempt from environmental review and consistent with the city’s coastal policies.
Harris noted the project would convert about 631 square feet of existing living space into a single-story detached ADU and that the parcel’s overall square footage would not increase; part of the existing garage would be reconfigured to storage and would not count as finished living area. “The proposed ADU is considered accessory to the primary residence,” Harris said, and she added that the project meets applicable setback, parking and height standards and complies with the city’s ADU ordinance.
The staff report and presentation referenced CEQA Guideline section 15303 (conversion or construction of small structures) as the basis for an exemption from further environmental review. Harris announced approval and said the decision was final and not subject to appeal. No written correspondence or public testimony was received at the hearing for this item.
