Panel grants Samuel Richardson conditional parole pending long-term substance-abuse treatment

The Louisiana Committee on Parole conditionally granted parole to Samuel Richardson after hearing testimony about his programming, sobriety and community supports.
Richardson, a fourth-class offender serving a 50-year sentence, told the panel he had 14 years of sobriety and had completed multiple institutional programs. Sophie Reese of the reentry group 1st 72 described short- and long-term housing and reentry coaching the nonprofit would provide, including a weekly reentry “9 steps” class and wraparound services.
Randall Myers, assistant district attorney for Jefferson Parish, opposed immediate release on the grounds Richardson still needed a long-term substance-abuse treatment program and argued the record did not show completion of that requirement. The panel issued a conditional grant: Richardson may be released to a parole project after successfully completing a DOC long-term substance-abuse program; while on supervision he must undergo random drug testing and continue AA/NA and other support programs.
Panel members said the condition was intended to address the DA’s concern and to provide Richardson with treatment services before community placement. The panel recorded its decision on the record and outlined reporting and treatment requirements in its order.
