Bernalillo approves ordinance to accept CEED energy-efficiency block grant

The Town of Bernalillo unanimously adopted Ordinance #369 on May 26, 2026, formally accepting a Community Energy Efficiency Development (CEED) block grant from the New Mexico Energy, Minerals and Natural Resources Department and authorizing execution of the program project and grant terms.
Town Clerk/Administrator Ida Fierro presented the ordinance to the council. The ordinance incorporates the Governmental Services Agreement (GSA) and requires the town to implement CEED program projects in compliance with the GSA and applicable law, including reporting, procurement and wage compliance provisions outlined in the grant.
The CEED program is intended to finance energy-efficiency upgrades to residential buildings in underserved communities, with eligible activities that can include weatherization, efficient equipment, and certain health-and-safety measures linked to indoor-air or drinking-water quality improvements. The adopted ordinance incorporates the GSA by reference and sets the ordinance to take effect five days after passage.
Why it matters: The ordinance allows the town to receive and administer state CEED funds to reduce energy consumption and energy-related operating costs for qualifying residences in Bernalillo. The ordinance also requires nondiscrimination in program implementation and adoption of state grant terms.
Vote: Ordinance #369 was moved for adoption by Councilor Torres‑Quintana, seconded by Councilor Valverde, and adopted by unanimous roll-call vote.
