Bernalillo council adopts FY2027 budget, greenlights $2.5M NMDOT capital outlay project

In related action, the council adopted Resolution 05/26/2026 to enter a Cooperative Agreement (Control No. C3233351) with NMDOT for a project identified in the Laws of 2023. The resolution states NMDOT’s share is 100 percent of the $2,500,000 project cost and the town’s matching share is zero. Gray told the council the agreement covers planning, design and construction work on NM‑165 and the frontage road within the town’s control; council approved the resolution unanimously.
Council also approved two budget amendments for the current fiscal year: Resolution 05/26/2026A increases General Fund Recreation Department construction/rehab spending by $74,258 to cover pool repairs using the fund balance; Resolution 05/26/2026B increases Enterprise Fund wastewater repair/replacement spending by $70,000 for emergency work. Both amendments passed on unanimous roll-call votes.
Financial housekeeping included approval of the accounts‑payable voucher list for May 26, 2026, in the amount of $869,689.46.
What happens next: The town will continue budget refinements before final adoption later in the process; the NMDOT cooperative agreement specifies an agreement termination date of June 30, 2027, and project implementation details will proceed under terms required by the state agency.
