Kittitas County commissioners approve procurement actions, federal HSIP prospectus and interlocal agreements

At their March meeting the Kittitas County commissioners authorized staff to proceed with multiple procurement and project actions: auditor’s office signature approval for an OpenGov contract, award of the 2026 paint‑stripe contract to Specialized Pavement Markings LLC, authorization to submit an HSIP project prospectus to WSDOT, several change orders for jail and rodeo arena projects, a request to publish an RFQ for on‑call engineering services, and an interlocal public defense agreement with Ellensburg.
The Kittitas County Board of County Commissioners on March 20 approved a set of staff requests allowing county departments to move forward on contract, project and interlocal agreement work.
Andrew Yoder of the auditor’s office (standing in for Zach DeHaven) asked the board to formally approve the auditor’s office signing a quote with Vertisoft to purchase OpenGov contract management software because the cost exceeds the auditor’s signing authority. The board moved, seconded and approved the request.
Public Works reported on two procurement items. Josh Fredrickson said bids for the county’s 2026 paint‑stripe program were opened March 5 and two qualified bids were received; the lowest responsive bid came from Specialized Pavement Markings LLC for $399,561.20. The board was asked to approve a resolution to award the contract and authorize the Public Works director to sign the contract documents; commissioners approved the request.
Fredrickson also outlined a horizontal curve safety project selected to receive federal funding through the Highway Safety Improvement Program (HSIP). He said the project is eligible for 100% federal funding for authorized phases before April 30 and asked the board to authorize submittal of a local agency federal aid project prospectus to the Washington State Department of Transportation. The board approved that authorization.
Patty Stacy, facilities and waste operations director, presented change order No. 9 as final documentation for a security wall included in the jail renovation project and change order No. 6 for the rodeo arena for additional electrical work, relocation of a water main connection and other adjustments; she also requested permission to publish a request for qualifications for an on‑call engineering and architectural services firm to support facilities needs. Commissioners approved those items as part of the consent/agenda actions.
A county official described an inaugural interlocal agreement with the City of Ellensburg under which the county will provide a portion of public defense services; the city has already signed and the county anticipates discussing the funding amount further next year. Commissioners signaled approval and asked staff to continue work on the agreement.
The board approved the consent agenda and returned from an executive session with no action taken. Several items presented were approved by voice vote; where dollar amounts or vendor names were provided in staff reports they are included above.
