Volo trustees approve car-wash PUD, water-operations contract, landscaping deal and mower purchases

The Village of Volo Board of Trustees met March 24, 2026, and approved a series of routine agenda items and contracts, including the adoption of Ordinance No. O-26-02 to allow a Dream Clean Car Wash planned unit development. Mayor Stephen Henley called the meeting to order at 6:00 P.M.; the meeting adjourned at 6:10 P.M.
Trustee Porter moved to approve the minutes of the board's Feb. 17, 2026 meeting; Trustee Heuser seconded. The motion carried on a voice vote with all present voting "aye." Later in the meeting, trustees authorized payment of bills listed in the treasurer's reports for March 3 and March 17, 2026 following a motion from Trustee Porter and a second from Trustee Wagner; roll call recorded Trustees Wagner, Porter, Johnson and Heuser voting "aye."
On land-use business, the board approved Ordinance No. O-26-02, granting a special-use permit and approving preliminary and final Business Planned Unit Development (PUD) plans for Dream Clean Car Wash. Trustee Porter moved the ordinance and Trustee Wagner seconded; Trustees Porter, Johnson, Heuser and Wagner were recorded as voting "aye." The ordinance was adopted as presented.
The board also approved a one-year Water System Operations contract with Gewalt Hamilton Associates (GHA). Trustee Porter moved to authorize the contract; Trustee Johnson seconded and the motion carried on a roll-call vote. The trustees likewise approved a one-year landscape maintenance contract with Accent Landscape Services to provide spring and fall clean-up and turf maintenance at the Remington Pointe North park (Brighton Court). Trustee Porter moved the landscaping authorization; Trustee Wagner seconded, and the motion passed by roll call.
Finally, trustees authorized the purchase of two Scag 61" zero-turn mowers from Russo Power Equipment. Trustee Porter moved and Trustee Heuser seconded the mower purchase; the roll-call vote recorded Trustees Wagner, Porter, Johnson and Heuser voting "aye."
There were no public comments on agenda items or during the general public comment period. Trustee reports and the Mayor's Report contained no items. With no further business, Trustee Porter moved to adjourn; Trustee Wagner seconded, and the meeting adjourned at 6:10 P.M.
