Council approves full-time police records supervisor to manage growth and compliance

The Lincoln City Council on June 9 unanimously approved the creation of a full-time Police Records Supervisor to strengthen oversight of receipt, retention, redaction, and release of police records and to ensure timely, legally compliant responses to subpoenas and public-records requests.
Staff (presented by Miss Rodriguez) said the records and dispatch units had operated under a single supervisor, but increasing complexity associated with body-camera footage, records retention, and court orders made dedicated supervision operationally necessary. Staff estimated a partial-year fiscal impact for the remainder of FY2526 that could be absorbed by current vacancies, and an ongoing annual cost of $113,511 that will require a budget augmentation in FY2627.
Council members described the role as an operational necessity to maintain timely records responses and preserve dispatch focus on emergency communications. The motion to approve the position passed 5-0.
Staff will implement the position within the police department and request the necessary budget augmentation as part of next year's adopted budget process.
