The Lincoln City Council on June 9 adopted a new technology disruption policy to govern how public meetings will proceed if telephonic or internet participation is disrupted, bringing local rules in line with SB707 updates to the Brown Act.
City staff explained the policy sets procedures to pause a meeting, make a good-faith effort to restore remote access, and document steps taken to ensure transparency and continuity. The staff presentation noted that Lincoln's hybrid meeting system established during the COVID pandemic already supports both in-person and remote participation and that the new policy largely formalizes existing practice.
Council members asked a few clarifying questions, noted the policy reflects current best practices, and then voted to adopt the policy unanimously.
Staff will publish the policy and apply it to future meetings; the adoption fulfills the statutory requirement to have such a policy in place by July 1, 2026.
