Paul and Mr. Scabina explained the project advertisement approach: the work will be advertised so the East half is the base bid and the West half is an add-alternate, enabling the city to award part or all of the work depending on bids. "The base bid will be fourth half east and an add alternate will be fourth half of west," Mr. Scabina said during the presentation.
Commissioners debated whether specific surplus items should be sold now, asked staff to provide a full breakdown for each item and its condition, and approved donating the AEDs to the fire department so they can be re-used in the community. The commission also voted to refer the detailed surplus list back to staff for item-by-item justification and departmental input.
