Tim, appearing for the property, said he had submitted a letter after the prior meeting and that the owner of the adjacent property is the same owner. Tim told the commission he does not think the fences perform as owners expect: “I personally don't think the fences are doing what the property owners think it does to provide a windbreak. I think it tends to channelize the wind more than it it buffers it.” Commissioners also noted visible plant damage near the fence and discussed winter burlap wrapping as a possible mitigation technique.
After discussion, a motion to approve the fence carried with commissioners voting yes. Staff noted the decision followed a review and that the commission would monitor coastal bank conditions going forward.
