Florence council advances multiple appointments and development plans; all motions pass 5-0

The Florence City Council unanimously approved a slate of municipal orders and first-reading ordinances on routine and development matters, voting 5-0 on each item.

Council reappointed James E. Johnson and Bill Sharp to the Code Enforcement Board and Linda Schaefer to the Board of Adjustment and Zoning Appeals. It also reappointed Amy Stewart and Joseph Newton as the city's representative and alternate, respectively, to the Ohio-Kentucky-Indiana regional council (OKI). Members praised appointees for their service; the votes were recorded as yes by each councilmember.

On land-use matters, council advanced first readings for three change-of-concept development plans. Ordinance 012-2026 would allow Bluegrass Backyard Recreations LLC to display and sell outdoor furniture, sheds and playsets on an approximately 2.53-acre parcel at 7544 Burlington Pike; council emphasized controls to keep displays behind fencing and off the street. Ordinance 013-2026 relates to a Drury hotel project at 7911 and 7915 U.S. 42 and would increase a previously approved building intensity bonus from 27.2% to 42.3% and create two outlots; staff explained that a half-acre would be conveyed to outlot 1 and that the legislative body must approve the intensity bonus. Ordinance 014-2026 would permit construction of a two-story, ~33,000-square-foot Planet Fitness on a ~3.9-acre site on Cavalry Drive; council discussed design details, 233 parking spaces, landscaping and screening of mechanical equipment. Each ordinance was advanced by roll call, 5-0.

Council also approved two companion personnel ordinances connected to the budget process: Ordinance 072-2026 updates authorized positions and pay plans (including a 2.4% to 4% cost-of-living adjustment for employees and targeted base-pay adjustments), and Ordinance 082-2026 amends the personnel policy manual to align city policy with federal and state employment law. Both were approved 5-0.

Councilmembers noted these items had been discussed at prior caucus or budget workshops and encouraged staff to continue public outreach where projects affect neighborhoods. The meeting record contained no objections and no votes against any items that evening.
