Bond timeline laid out: Canyon Creek pool first, Cottonwood and Breckenridge to follow

At the June 9 meeting, Parks and Recreation staff presented a tentative sequencing plan for bond-funded park projects that staff and planners have submitted to city management.

Staff outlined the order and target dates: design for Canyon Creek pool would begin in October 2026 with construction slated to begin in August 2027 so the facility could reopen for the 2028 season. Cottonwood’s design was scheduled to start in September 2027 with construction expected in September 2028 and an anticipated opening for the 2029 season. Breckenridge’s project has broader scope and will require additional feasibility work with consultants, the U.S. Army Corps of Engineers and the North Texas Water District; staff said they expect Breckenridge’s splash pad to open in June 2030 and the final playground replacement to be finished by June 2031.

Staff stressed they plan to phase playground replacements at approximately two playgrounds per year to complete 10 over the five‑year bond window. The department is coordinating with Capital Projects and noted the parks planner position remains frozen; Paul Nassar will oversee major projects in the interim, with engineering consultants brought in for larger work.

Staff also said they intend to issue requests for proposals (RFPs) in September to begin hiring consultant support and that a fuller schedule and budget breakdown will be available by the commission’s September meeting.
